The emphasis is not only on policy literacy, but also on building real leadership capacity and public engagement skills so participants can communicate the value of trilateral cooperation to peers. A key expectation is that the summit will function as more than a conference: it should produce practical collaboration, including an actionable plan that leads to follow-on projects after the in-person convening ends. The opportunity also aims to connect YTL to other State Department youth leadership efforts in the Indo-Pacific region, including YSEALI, YPL, and YSALI, by bringing in those program perspectives to share best practices and help create longer-term institutional linkages across these networks.

Funding is up to $200,000 total (subject to availability) under CFDA 19.040 (Public Diplomacy Programs) using FY24/FY25 Smith-Mundt Public Diplomacy funds. The application deadline is Monday, July 21, 2025 at 11:59 p.m. GMT+9. Applications must be submitted by email to SeoulPDGrants@state.gov, and applicants may use provided proposal and budget templates (optional, not mandatory). Only U.S.-based organizations are eligible to apply. Eligible applicant types include nonprofit organizations (including those with or without 501(c)(3) status, other than institutions of higher education), public and private educational institutions, and other eligible entities listed in the notice. Proposals are expected to clearly show relevant past experience running similar trilateral or multinational programs involving the United States, Japan, and the Republic of Korea, and they must include a clear American element, such as engagement with U.S. experts, institutions, or organizations.

The program itself is designed around a cohort of roughly 50 youth leaders drawn from the United States, Japan, and the Republic of Korea. Participant eligibility standards include being 18 to 35 years old, fluent in English, and able to demonstrate leadership and community engagement, plus a proven ability to collaborate in multinational settings. Candidates are also expected to show a substantive interest in and understanding of the trilateral partnership, demonstrated through academic, professional, or volunteer experience. Residency rules specify that Korean and Japanese participants must reside in the ROK or Japan, while U.S. participants may reside in the United States, the ROK, or Japan. Participants will be recruited through a public online application process, with final approval by the U.S. government; selection is jointly managed by the award recipient together with the U.S. Embassies in Seoul and Tokyo. The program may also include participants from YSEALI, YPL, and YSALI, coordinated with those programs offices.

The recipient is expected to deliver four major components. First is pre-program promotion and selection: the implementing organization must create and run outreach and a dedicated online application portal, incorporate U.S. Embassy promotional channels, and build in Embassy concurrence and participation in the selection process. Second is at least four weeks of virtual engagement before travel, using online sessions to build rapport, align expectations, and introduce summit themes; these virtual sessions should feature subject-matter experts from all three countries and cover topics tied to trilateral security and economic issues as well as youth civic engagement and related skills. Third is a minimum three-day in-person summit in the United States, built around a structured mix of lectures, practical exercises, facilitated workshops, and skills training. The content is expected to include leadership and civic engagement topics like organizing and advocacy, along with substantive briefings on international issues such as regional security, trade and economics, supply chain resilience, and emerging technologies. Sessions should be led by expert trainers and speakers representing the United States, Japan, and the ROK, while also leaving room for participants to present youth initiatives from their own countries. The summit should culminate in a concrete plan for follow-on activities, and may include limited site visits and community service or social engagement opportunities to connect participants to the host community. The recipient is responsible for full logistics, including travel, local transportation, food, and other necessary arrangements, with venue decisions coordinated with the U.S. Embassy in Seoul. Fourth is follow-on support after the summit: the organization should provide mentorship and facilitate, monitor, or otherwise support participant-led projects that emerge from the summit.

Taken together, this opportunity is aimed at organizations that can recruit and convene a high-caliber, English-fluent trilateral cohort, deliver a blended virtual and in-person leadership and policy program, manage complex international logistics, and help participants translate summit discussions into sustained alumni activity.
